On Guam (or in Guam as you say there) you do not get to keep the unused portion of your OHA. So, most people want to look for the best place for the money. The Owners here are aware you need the Military Housing Transfer Clause as a part of your lease. Deposits are equal to the monthly rent and are refunded 3 days after final inspection and return of the keys. This way you will have your funds before leaving Guam at the end of your tour.
The OHA can also be used to pay for your mortgage payment if you decide to purchase a property while on Guam. With the interest rates, the expected 5 to 10 year growth on Guam, it is a great time to purchase. If you are a first time Buyer, you will also be able to take advantage of the current $8,000 tax credit.
The formula for purchasing is that you take the purchase price, divide by 120 and you get that amount, or the housing OHA allowance, whichever is lower. I recently helped a single man purchase a home and it ended up costing him only $1500! He will sell the property when he leaves and he will be able to keep all the equity that is built up over the next 3 years.
